Not a bug Plot not build. All stuck at 0%

Plot not build. All stuck at 0% (not settlement %). Tried to restart, manual install, remove all F4 files and reinstall all. Load order:

It is recommended to give it 6hrs to catch up with the settlement building...

How long did you give it?
 
Try refreshing each plot
also try changing the plot to another one then change back to the one you want.
also scrap plot and rebuild if the above dosnt work
 
It started with version 3.5.0 if remember correctly. Back then it was random. Some plots worked correctly some not. There wasnt any specific rule which work which not. When i scrap all settlement and build all again diffrent plots stuck and other worked. It was tottaly random. On version 3.5.0 i coudnt even refresh plot there were tottaly not responsive(bugged plots). On current version i can refresh but all stuck at 0%. Remove and place not change anything. Tried sleep 24h, wait 24h, change timescale to 200 and wait 2 days, timescale to 10000 and still stuck, also fast travel other side map do something there back after few days, wait in settlement timescale set to 20 and ait 1 day. Nothing changed

Are you using a city plan in a location that you have already used “scrap-all”?
 
When you assaign someone to settlement you will get pop-up for scrap-all and if you click yes then it start build so i guess i doing it right.

ok, I just wanted to know if you were using a console command beforehand. I understand.
 
Have you tried on a new save and see if the same thing happens again.
 
I tried that also. On current version and 3.5.0 (first apperance of bug). Nothing changed
 
try moving workshopframework above simsettlements
 
I have good and bad news. Bad news i was wrong. Bug is still there and im now certain it can be easlie recreated. I tested after changing load after on Sanctuary with default settings and Codsword as leader (works fine). On my normal game i changed some settings and used Preston as a leader in sanctuary(bugged). When i have some more time i will copy all my settings i changed in MCM. Im certain you will get that bug also.
