Because I can't upgrade, even though it sais waiting for upgrade. And I've already finished the main quest for the institute.

Bug Plan Choice, Upgrade and Factions buggy

Sorry, the above issue is answered by now and it's a bug.
Is getting really weird and annoying (especially with the awaiting upgrade option enabled), too.
It seems to be totally random to what faction I can upgrade the barracks and if I do it's not even reliably upgrading to level 3 even if it says it's ready for upgrading. Right now, in I'm at the battle for bunker hill stage and I can upgrade my sanctuary barracks to either institute or brotherhood. Uhm... what? I'm on a MM focused playthrough. Since the mayors house is also experiencing 'trouble upgrading' or even being available as a building plan... I guess I must remove this cornerstone of my SS mods until patched.
