Pet stores not working please help

Pet stores and other custom stores won't let me barter and if I use showbartermenu they appear empty and in one case there was a furniture vender who had doctor dialogue and sold alien stuff from Franklins shop I really just want these pets so if I can console them in or any fix please tell me

Do you have the Shops Auto Restock in the SS2 Gameplay options turned off?

Also sometimes they struggle to get to there shop
