Patch 1.0.3 - "Side Questing" - is live!

No. I'm not a max limit. I just started building at the 1 settlement. So there's nothing there. I'm also using the build limit remover mod. This problem also started before I installed that mod.
You do not need any mod for the build limit. A build limit increase function is built into WSFW. It is advised all over the place not to use any mod that adjusts the build limit with WSFW as this can cause issues and conflicts. I've seen a lot of posts on this forum where people using build limit mods had their problems magically disappear after removing said mod.

To increase the build limit with WSFW, go to the settlement workbench and hit the space bar.

Commercial plots have an additional build/upgrade requirement that the other plot types do not
You are correct, sir! IIRC the option is 'Commercial Job Requirements' Also, I think the plot number is lower, but increases for each additional commercial plot. But this is my weak memory of SS1. It might be different now!

The other thing I've noticed is if you click something, like 'start construction' and nothing happens:
  • You do not meet all the requirements
  • You meet the requirements but do not have the required materials
  • The scripts are backed up
  • One more that CRS dictates I shall not be able to share.
There is not popup saying you don't meet the requirements. Just "Nothing Happens." I'm not sure this is the way it is or something that will be changed/fixed after many people have complained. I just look at it as a finicky woman with a chance of "not today" syndrome.

I have not personally started Carl's quest, so I can't say if the quest is bugged or not. I do get the honor of starting a new gave. Thanks for the X-mas present Todd!
 
now I come up with another problem. I put the tranquilizer darts in the locker at the slog. It's gone now along with my syringe rifle. When you ask Carl for more darts, he says ok but doesn't give any to you.
 
The Mod is CHEF - Cooking Hunger and Expanded Food at Fallout 4 Nexus - Mods and community. While I think it very unlikely that functionally it conflicts. It has two workshop scripts in its archive that I know Workshop Framework makes changes to. I can't actually take credit for finding it, someone who goes by the handle of deadblood01 on Nexus had a post questioning if the mod actually needed them in the archive, and the author has yet to reply. I have verified that they are there. I use CHEF myself and have stripped them from its archive in my installation, and it appears both CHEF and SS2 work with them removed. But left in, the ESP to ESM load order overwrites the WSFW's, and SS2 assignment system goes all wonky.
You wouldn't by chance be willing to upload that edited archive to a file sharing site temporarily or show screenshots of what exactly you had to remove, would you? I don't think the mod author behind CHEF is coming back so they're not likely to patch or fix their mod. I would still love to use CHEF as it adds fantastic options for a survival playthrough but I hate that it interferes with SS2 so I've stopped using it for my SS2 playthrough.

Edit: Nevermind, found the post you were talking about. Looked at the archive scripts they mentioned and removed them using Archive2, here's hoping it works in a playthrough.

Sorry, didn't mean to leave you hanging. I've been distracted by RL stuff, plus also been playing CIV6. Glad you found the answer, and that's exactly what I did. I think it easy enough that an upload wouldn't be needed. I would like CHEF's author to reply on what scripts in the archive are actually needed for his mod to function, oh well.
