Question Outpost vs Settlement?

Do outpost still build themselves like a non outpost if assigned a city leader and plan? I had another save where I didn’t use outpost and for example my sanctuary was super built up and looked great at level 3. Now if on this new save I made it a minutemen outpost will it still build up to level 3 by itself or do outpost not build up on its own?

It will depend on the settings chosen in the prebuild if you're meaning that in this case the settlement was prebuilt by default, there is a "Cities Level Up" setting that when enabled will allow this to happen even if you don't even control the settlement. They start at the level you specified(default Level 1) in the City Plan Starter wizard for the settlement locations & City Plans you specified and then they'll go from there assuming "Cities Level Up" was also enabled. If you captured it I think it should just continue along on its own with the prebuild City Plan.

If prebuilds are not in use, you can allow the Outpost to build up by starting a City Plan normally. If it's a Vassal then you'll need to enable "Take Control of Vassals" at least temporarily so you can place a City Planner Desk and start a City Plan. Once it's started I believe it should progress on its own(Unless prebuilds function differently, I have not personally tried setting up a Vassal to be an uncontrolled City Plan outside of the prebuild system), you might want to give it a ton of scrap to be sure that isn't going to stop it.
