Question Only 2 faction packs appear in the war planners desk

For some reason when I build the war planners desk and choose 'establish outpost' the only factions I see are the Minutemen and the institute, but I have installed factions packs for the forsaken vaulters, zetan, BOS, and children of atom.

When I build the desk in a settlement added by a mod like the Vault 111 settlement these factions appear in the desk but only minutemen recruits appear. Is this normal? do I need to start a new game?

Many factions are configured as Conquerors, which means the settlement has to be completely empty of settlers/NPCs living there to take it over with just the desk, otherwise you have to choose an empty settlement to start as your base for them and make attacks against the occupied one.

I have the same problem, and i did what you suggest, to create on a non modded settlement and the problem persist.

i found the problem, it was exactly what you say, and i read it wrong

Yeap sounds like you have my Conqueror version of BOS so it won't show up unless the conditions are met.
