This question contains a SPOILER in case you haven’t played through to this part yet.

does anyone know if it’s possible to save old Paul from being killed or is it a certainty written into the SS2 quests
 
It is not possible.
How would you be able to? You are in the vault hearing it happen over a radio.
 
Old Paul was designed to die. I think it was Kinggath who said he wanted an impactful moment like that, so they made Old Paul and added him rather late in development. He shared that story in one of his first ch2 livestreams.
So, sorry, only way to get him back would be if someone made a mod. Wouldn't make sense story-wise, but meh, Scavver grandpa is beloved.
 
I was certainly shocked and dismayed. He was introduced so early in the main quest, and was such a part of the city plan settlement, that I thought he was intended to be there from the start. I don't watch livestreams so I had no warning. And Cola is left broken, programming-wise. Seeing two of her owners killed in front of her would certainly be enough to rattle any dog, but she is catatonic. She counts against Homeless in the tracking tool. She has a good agility score so I assigned her to a Defense plot, but she kept losing the assignment. I finally dumped her in Sanctuary where she stands guard over the workbench while the Preston Five tap-tap-tap all around her.

yes we need someone to make a mod to bring paul back he can be the 6 million cap man

Story wise; yeah sure. We all know ppl who died before we had time to enjoy them. And Old Paul too, was a very very interesting character.
He made an immersive game impression to say the least.
It's 2024 now, time of this post.
“hear, hear!” “hear, all ye good people, we all do a Nuka-Power in Old Paul's honor.
