I'm trying to do the Vim and Vigour" quest, got to the point where Jake tells me to go to a settlement and meet him there. Gives me new plot types and tells me to build one. Except I had already built a city plan there so the game will let me build precisely nothing. So I delete the city plan and all of the plot, objects, etc. Game won't let me build anything. Stand there waiting for 10 minutes while the game does it's thing. Game still won't let me build anything. Stand there waiting for an hour. Game still won't let me build anything. How do I get around this?

Bring up the plot you want to build. While its selected delete something from the city. The plot should be placable. Just be careful you dont have a mistake.
Head to the workshop and use the managment tools to increase the build limit in the place you are in. Once your done you can reset build limits.

Oh I think this is a bug worked on in the latest release - if you havent Id suggest upgrading.

Awesome. So nice to have something that can be fixed instead of turning into a chain of bug hunting :D
