Not enough Residential Plots

Hi! Already posted the following issues on the Nexus page but thought that I might get some more hints here. Im using Optimized City Plans.
1. Settler cap is off on different settlements. Lower and higher than 15 (10 in Jamaica Plain, 13 in County Crossing and Greentop Nursery; 16 in Abernathy and Starlight). To my knowledge it should always be 15. But maybe I misunderstood something?
2. More serious: there are not enough residential plots in the settlements with a lower settler cap, so the happiness need "home plots" isnt met because of missing beds.
3. There are plots "unbuilt". What does that mean? Shouldnt be everything built at L3 100%? That only regards the "workspace" plots, like industrial and such.

Used rebuild plots, city and local data. Nothing changed.
 
The optimized plans shot for 15 settlers or less. Which turned out to be 15ish settlers or less. It really depended on the settlement layout and what worked best.
Add a bed. The optimization project was an insane nightmare, and is still being tweaked to fix things like that. So rest assured it will be improved. :)
L3 100% means the City Plan is done building.. no more levels. And with the possible mis match of plots to settlers.. that might be where that is coming from. In a perfect world, all plots would have been built and at level 3 upgrades. But this is F04.. hehehe

Weird thing is that some settlements even raised their caps from 15 to 16 because additional settlers were recruited.
But either way, I will tweak it myself then and hope for the perfect world to come in the feature. :D
Nonetheless this is the best FO4 mod ever made!
 
Btw is it possible to raise the settlers cap shown in the HUD. By that I mean the number itself, for example from 14/13 to 14/14. Really bothers me when the numbers dont match :D
Another question: Some commercials are unbuilt although I have enough settlers. When I try to assign manually I get the message that the NPC cant be assigned. Whats the reason for that and how can I solve that?
