Noob question: How to load city plans from the contest?

Ended up being an issue needing the settlement menus reset built into the SMM mod. So now I have the SS stuff in my settlement menu. So I used one of the awesome Oberland Station city plans, and I'm running the easy mode that makes mostly everything automated. Seems half built though, walls missing and whatnot. I slept and traveled around the map for a few days but when I came back nothing had changed. Will it be built up over time, or are the plans instantaneous like they are with the Transfer Settlements mod? Thanks for the help.

They build up over time. As they level up they will become more detailed.
You'll get a notice in the corner about the settlers improving the city. If you have everything on autonomous, it will take around 10 days for the first upgrade, then 20 more for the second, and finally 30 more for the third and final upgrade.
Part of this time is for it to recruit more NPCs, so while you can sleep to skip some of that time, you do have to let them recruit enough settlers, so you have to let a bit of it happen naturally.
