Question No Vanilla Settlements

I am creating a modlist for a friend. Is there a way to remove vanilla settlement quests from all (or most) settlements. I don't think it is intuitive when you are new to conqueror which settlements are under the conqueror system and which are under the vanilla system, so I think it would be helpful to remove the vanilla option entirely.

So far I haven't found a mod that does this specifically. There is some that reduce the number of Preston Garvey quests but none that remove them entirely. And some quests still trigger even if you avoid him completely.
