No Sim Settlement-Menu in Workshop

Hello there!

I already posted over at the Nexus-Page in hopes there might be an easy known fix I had not yet found but "uituit" had pointed me here after giving not (completely) working advice.

The issue: After using "Purge unmanaged Files" within Nexus mod Manager some mods and stuff had been removed including having to repair the Steam-Installation of Fallout 4. After getting everything back into a working order (read: de-installing and installing anew F4SE, SMM, Workshop Rearranged, SKE, SS and so on), I found that the Building menu with all the sub-menus and everything regarding Sim Settlements is missing. Every part otherwise is working fine, meaning, the placed furniture and plots are there. The settlers are doing their stuff. Upgrades are starting and ressources are gathered. But it is impossible to place anything as the items are not to be found. This does not include the wooden and concrete 2x2-foundations which are still available within the structure-tabs.

Tried fixes include deinstalling things several times and installing them new. Checking with other mods having entries within SMM (like Horizon and Kraggles). Resetting the Menu with Holotapes from Horizon and SMM. Deinstalling SMM as adviced by uituit, load a savegame, save the game and load the new save after installing SMM again.
The last test with deinstalling SMM worked in so far, as SS noticed SMM is missing and everything could be found inside the Special-Menu and other subfolders as appropriate. But the moment SMM is installed, the menu is missing again.

In the end, there seems to be an issue with the injection of the SS-Menu within SMM for some reason I can not pin down.

Version of SS used: 3-in-1 v.3.3.1 (tested with 3.3.0 as well)
 
I have no idea what would cause that. The fact that it gave you the notice that it detected SMM was uninstalled means that the appropriate flags would have been set for it to re-register the next time SMM was found.

My next recommendation would be to rebuild the menu with the SMM holotape, but you already did that. So I can't really say what's going on here.

Does the issue happen with a fresh save? Could be a mod conflict of some sort.
 
Okay, I created a new character and rushed through everything and console-commanded me a holotape after reaching Sanctuary's workshop to get the initialization.
End of the story: with this state, the menu was back in order there while a savegame from 2 days game-playtime had not.
Of course, loading my normal saves from there, it is still the same...
Only 2 Mods are missing from the most actual save because I am testing stuff. "Alternate Power sources" (and I wonder why, it should be installed) and MJC's Platforms for your plot's.

And I even loaded up a savegame almost fresh out of the Vault... MCM'ed the holotape this time... no chance.
I guess, this means... more than 4 days of actual spend time in the game broken unless I skip the SMM which will clutter the workshop-menu :/

Okay, found another issue or let's say, I did not find anything, with SMM uninstalled.
I can not find the bases anymore... you know, the ones you added recently for dirt, gravel and so on.
They are still there as the ones I placed proof but I can not find them without SMM installed anymore -.-
Of course, installing SMM just 'hides' the whole menu again so it is no good :(
 
I am thinking something is somehow with the character of that 1 savegame defective, after some testing.
The Evidence:
  • a new Character has all the options including the SS-Menu
  • regardless of how old a savegame of that 1 character I load, the issue is there, even for savegames where I had not yet the holotape (even though it initially worked afterwards without an issue)
  • I loaded a savegame from december 2016 which I had used for tutorials and which was "broken" (considering the mods I used) and while of course many mods I used back then were gone, getting a SS-holotape and loading it up, injected the Menu into SMM
What makes me most curious is that, old savegames from a time where the menu worked are affected but only at that 1 character.
