1) I exported DC HomePlate and converted to DC_Homeplate_Layout.ESP.
2) I started New Game, goto DC and buy DC homeplate.
3) save the game and exit game.
4) copy the DC_Homeplate_Layout.esp to \Fallout4\data dir. and enable that esp.
5) lord the save 3) and import layout. complete normaly. but I noticed that I forgot to output power armor. not save and exit.
6) disable layout esp and lord the older 1) save.
7) re-export DC Homeplate and converted to DC_Homeplate.esp and delete DC_Homeplate_Layout.esp.
8) copy the DC_Homeplate.esp to \Fallout4\data dir. and enable that esp.
9)lord the save 3) and import layout. but WSFW say "No Settlement Layouts found installed for this settlement."

How can I be imported again?

Homeplate is not a fully functional settlement. So you will need to create Baseline and Scrap profiles to add to the layout creator along with your built layout.

I've time stamped where KG explains how to do both of those here.

Please tell me how to create a baseline profile. Scrap profiles are on from the MCM WSFW menu.
I saw the video, but I can not understand the audio because I am not born in the English language.

1. On fresh save go to an untouched homeplate. Make a save.
2. Export the layout. Go to \Documents\My Games\Fallout4\Logs\Script\User and rename that to WSFWExport_HomeplateUntouched or something like that.
3. Load the save you made earlier and then manually scrap everything that can be scraped within homeplate. Export again and this time name the file to WSFWExport_HomeplateFullyScrapped
4. Click this in the layout creator.

5. Add the Untouched and Fully scrapped files to the required sections along with your fully built file to the main section.
6. Create your .esp/.esl.

That's it, it will be recognised next time you go to import.

Some of the scraped objects remained and power armor were not generated, but other objects were imported. thank you for your answer.

On your full build, open the console and click on the power armour, then enter this command cqf kgpbp link 00141df5
Then export and remake the .esp following the steps I posted earlier. You don't need to remake the baseline/scrap profile again.

That command links the power armour to the workbench so it should spawn.

Sorry this only works for SS1, I don't know how to do it in SS2.

IIRC, there is a WSFW setting to allow power armor to be included in the export. I think there is one to allow power armor to be imported as well.

yes.
The options that include power armor at the time of export are on. When importing, the option to generate power armor has also been turned on.
Nevertheless, power armor was not generated during import.
