No option for giving Disease Cure

When approaching a settler, I have two functions E: Engineer and R: Tracking. I have disease Cures in my inventory. No way to give the cure. Am I missing something here? No Quicktrade, no Get out of my Face. I do have Extended Dialogue. And yes: in options I have the option ON.

The tracking option comes from Workshop Framework, I believe. Disable it and you'll see the option to give the cure. Or you can simply put the cure in their inventory, and they should use it.
