No Response no new settlers. cant send settlers elsewhere. help?

Is there any known issue that might be preventing me from sending settlers to other camps? also no new settlers are showing up. i am using 3 in 1 and workshop framework.
 
I'm assuming you're familiar with the default settler limits based on Charisma, correct? Is it a specific settlement that you can't send to, or you can't do it at all?
 
Yes I disabled charisma in sim settlements. Or is there still a limit. Quite literally none of my settlements gain anymore. Using city plans and the beacon shows as on.
 
If I’m missing a setting or something let me know. Or maybe I grabbed a mod that nesses with it ?
 
It's possible you've hit the cap for the city plans - I believe there's a default setting that prevents new settlers from arriving if the plan has already hit the largest number of settlers it supports. That exact number varies from plan to plan, but I believe 11 is the general minimum. Do you have any settlements with fewer than 11 settlers that you can't send more to?

Edit: The option can be found in the holotape under Options -> Gameplay -> Recruitment -> City Plan Limit
 
thats the problem, i cant send settlers anywhere. even new ones i find. i tell them to go somewhere and they just stand there afterwards.
 
sanctuary has been stuck at 7 abernathy at 4. greygarden at 8. finch farm at 3. tenpines at 3
 
At this point I'd recommend backing up your saves, disabling every mod except for Sim Settlements and its add-ons, and checking if the problem persists. If not, load up your other mods one by one to see if the problem reappears. It's a labor-intensive suggestion, I know, but unless you can give a full list of the mods you use and someone more knowledgeable than myself can spot a problem one, that's the best I have to offer.
 
i literally took everything down to just sim settlements and stil lwasnt working. not sure if something broke somewhere or what but i cannot gain any new settlers anywhere
 
Okay, so based on what you've said here and what you posted in another thread:
  • You stripped it down to just Sim Settlements, turned the game speed way up, and waited to see if any settlers showed up with no results.
  • You tried to transfer settlers from one settlement to another, which also wasn't possible.
  • You've disabled the Charisma-based cap on settlers.
  • You've disabled the city plan-based cap on settlers.
  • Neither of those caps would have applied to the settlements you're trying to transfer people to anyway.
Last thing to check would be to make sure that the option in that same menu to disable regular settlement recruiting isn't on (although that should not prevent you from transferring settlers).
After that, try a new save with just Sim Settlements and see if you can attract/transfer settlers. Something from one of your other mods might still be affecting your save, even if they've been disabled or uninstalled (as I found out when I tried unsuccessfully to remove the Conquest mod multiple times).

I'm probably missing some important questions I should be asking. I'll list a few here - please answer as many as you can.
  • When you say you find new settlers, are you talking about random NPCs in the wilderness named "Settler" that don't accept orders to go to your settlements?
  • When you try to transfer a settler from one settlement to another, does it give you the list of available settlements to transfer to with them all greyed out, or does the menu simply not appear?
  • If you are able to issue a transfer order, what happens if you fast-travel to the destination settlement and wait 24 hours (by sleeping in a bed or sitting somewhere)?
  • Could you provide a list of all the mods you had installed?
