I have been using the mod for awhile without issue until recently. I noticed on my main character that the settlements stopped upgrading or expanding when I tried making a new one. I tried with different leaders and all that would happen is the cut scene and things getting scrapped. From there nothing happens. The city doesn't start the level 0 build items at all. Refreshing or picking a city plan doesn't make them start building either. I'm at a loss because I have also tried making a new character and ran into the same issue. I've also searched all over and haven't found any solutions yet. Any help would be appreciated because I can't play fallout without this mod now, to good of a mod!
 
If it's happening on a new character as well, there's got to be some files missing. Can you try manually installing Sim Settlements? There are steps on the wiki if you've never done so.
 
I tried a manual install. I downloaded the files off nexus, extracted them with 7zip, and copied them to the data folder in fallout. Still didnt fix it with either of my characters, the new or my main. The cut scene starts after a short delay, maybe 5 seconds or so. It used to start right away before I had this issue. After the scene finishes there's nothing added and it just removes the city managers desk from wherever I built it. What do? I have a billion mods running as well and none of the interfered before so I don't imagine its any of them. What can I do to help you help me? Saves or logs or anything and ill send it over as this is rather perplexing.
 
Run the commands:

sqv kgsim_creationmanager
sqv kgsim_objectspawner1

Do they say Started or Stopped?
 
Both scripts came with the same response.
Item 'kgsim_creationmanager' not found for parameter Quest.
Item 'kgsim_objectspawner1' not found for parameter Quest.
 
Ok, that means that SimSettlements.esm is missing. Can you go to your Mods -> Load Order screen in game and add a check mark next to it?
 
Just looked there and they are already checked. I use mod organizer by the way. Its checked there and in game as well.
 
If those quests are missing, the esm file you have is not up to date.
 
I downloaded the latest one off the nexus though so how do I go about fixing that? Shouldn't that be up to date then?
 
I assume it's something Mod Organizer is doing that ends up restoring the old version. I don't know enough about MO to help with that.

The "Item 'X' not found for parameter Quest." messages mean that a form is missing, the only way a form can go missing is if you have an older version of the esm file, or if another mod is deliberately deleting them (which would be very strange). Those forms have existed since version 3.1.0 of Sim Settlements, so I'm assuming MO is holding onto an earlier version. In NMM, this could happen if you were using the virtual file system.

When I manually installed it I first deleted it entirely from mod organizer. Mod organizer shouldn't be effecting it since I have it manually installed and taken off the mod name list on mo, it does show up on plugins list in mo though after I manually installed it. I don't get how mo would be holding on to an older version of the file.
 
I FREAKING LOVE YOU. You called it. I dug through mo a bunch and found where it hid all the old esm's and deleted them. Now it works! Thanks a million for the help! Seriously, I cant play the game without it lol. Keep up the incredible work!

We should probably sticky this thread because I'm going to guess there's more than one other person out there with the same problem thinking that SS is nonfunctional because MO is misbehaving.
 
Probably not a bad idea. It was saved in the folder I designated for the mods in mo. Then within that folder it was in downloads. I guess it keeps a lot of the old ones when you update.
 
I've been using mo2 for a long time and it does not leave anything behind when you delete a mod. The only thing I can figure out is maybe he was using the nexus links to download and install the mods, then it would. With mo2 you should do a manual download of the mod to a folder other than the mod folder, that is where mo2 stores the unpacked mods, then install it in mo2. The only thing in the Mod folder should be the folders of the actual mods you have installed.
 
Well it does apparently, its the only mod organizer I use. I use the nexus links for the downloads because it handles them perfectly fine. Doing a manual download is just an extra step and not needed. It just kept the old esps after I updated for some reason.
 
Just sayin if you move your downloads folder out of the mod organizer directory structure completely you would be almost certain to never have this problem again. Also would make it easier if you ever had to backup or migrate your mods.

Ok I just noticed something bizarre in the new game I started to see if I could avoid the issues I had before when I tried to refresh my Sanctuary after the last update. The game is about 14 hours in and I decided to go ahead and take Starlight Drive-In and start manually building a SS settlement there since there isn't a map yet for it with ROtC. but I went there, and none of the commands are showing up in the workshop to either build SS plots, or the City manager desk. I checked my mods, reinstalled SS and ROtC and even manually installed SS and ROtC from the Nexus download, and the commands wont show up. I'm not sure how long it's been missing if it's since I first started this new game or this happened recently as I havent really looked to build anything SS yet till this point.

I ran those two commands you listed and both come back with alot of info but they both end by saying they are enabled and running. I am very confused about what the heck is going on here. I may have to do something i'm going to hate doing which is disable all my mods and then reinstall them one at a time starting with SS and ROtC and see if another mod I have is possibly causing this. Ugh....sometimes mods really drive me nutz. LOL

Oh, also i'm kinda curious about this. What is the point of Fallout 4 having a MODS folder it put in if nothing uses it, not even the creation club downloads you can get? Or is this really part of the base game and I just somehow got a folder named "MODS" in there sometime in the past?


OMG I AM A COMPLETE MORON......and utter and complete simple minded brain dead idiot. Since I've only done it once and it was back when I first installed the mod I COMPLETELY forgot that you have to go get the holotape and ASAM modules in Lexington FIRST. LMAO. God I feel old.......
