Primary Bug Report New Plots on the Block - Jake and Old Paul become non-interactable after building plots and quest fails to continue

So, I am a bit disappointed. I was quite excited with the release, but I am stuck in Sanctuary. Look, I know there have always been issues with the Sanctuary quest and SS, but this has just ceased being fun. I have built the requiresite plots for old Pauly, but noone is building them. I have tried auto-assign. I have tried manual assignment. I have tried starting the Sanctuary quests to "activate" the original settlers. Nothing. I have been sitting at 4 houses for like 2 days now. I have disabled the auto assign in workshop frameworks, but it has changed nothing. I will try to upload a save.

I have loved this mod, and I have endorsed and supported it (in a very small way), but please, mark beta releases as beta releases!

I've finished the commercial, recreational, and defensive buildings, and they show as ticked off on the quest marker, now Jake and the old dude just follow me around no matter where I go on the map, and the quest is completely finished out, just looks like the script isn't telling it to move forward.

OK I seem to have found the bug, one of the plots isn't fully completing, it's just showing up as nothing (no construction, no building, just a power pole and ASAM) and the ASAM is disabled during "this part of the quest"

I'm thinking to move forward I'm going to need the quest numbers to complete this quest. I'm not seeing a way to unstick this one.

Same. At this point I'm just trying random numbers in lieu of 200 for the console command in the hopes ONE of the numbers will be right. I've built all 4 plots and all objectives are completed but the quest is just stuck.
