In a few days (waiting on amazon delivery) i'll get new parts for my pc.
So im upgrading from an i5 3450 to r5 5600x
I was wondering if a better cpu would would process scripting faster risulting in less script lag, less lollygagging, ecc and it would be worth starting a new hardcore playtrough

Use the game save you currently have and see how it behaves, then decide for yourself...:grin

The thing is,i dont know how it would impact things mid-playtrough,maybe even carry over some things not working as the should

It shouldn't impact anything. The Save Game doesn't care about your hardware. The game doesn't really care about your hardware. The only thing that'll happen is the things that are broken will remain broken and the things that work will continue to do so, but hopefully faster.

Edit for clarification: If you change hardware, and the game runs on that hardware, the save game will load.

Script processing is locked to the frame rate. Once you have a better CPU than an i5 2500k, there will be no improvement. (scripts) Other game systems will see a boost though.

SIDEBAR: I've seen mods /documents on line that talk about unlocking the frame rate (go way over 60 FPS) as a way to reduce script lag. Specifically, that unlocking frame rate, just during loading screens, helps script lag. Gurus weigh in on this?

so by using High FPS Physics Fix and getting more fps, lets say 144 (as my monitor refresh) instead of usual 60 it would help ?
Yes, but with a caveat. The more time added to the Papyrus VM to use per cycle is less time available to other systems. So changing the time slice via fps increase or ini settings can cause fps drop / lag / stutter as you move around. Especially downtown.

On the other hand, for things like the load screen, nothing is being rendered. So mods like High FPS Fix and Load Accelerator increase the fps limit to 350. This helps a lot with load times.

Also note that these fps increases will not happen if you have fps limited by your video card driver settings.

Seems like a way to increase FPS when processing a load screen, and going to 60FPS rest of the time would be ideal?
