Hello - Im having some weirdness. Im hoping someone out there knows what I need to do to make it right.

When I left the vault the assistant didnt trigger - no holotape for building.
In Sanctuary the Magazine was there so I picked it up and built the beacon - Jake did not appear.
The option to manage my settlement is missing from the Workbench.

I did figure out I can get to the menu with the holotape. But it says everything is on when it isnt. Ive tried turning it off and back on in the hopes of a change - nothing.

Don't know if this will help, but on Vortex it has the first mods after DLC are the UFO4 Patch, HUD& WSFW.
I noticed you have a couple of SS2 add on mods, Tech and Jampads before SS2. Vortex has placed all my SS2 addons after the 2 main mods.
 
My dude, there’s no easy way to say this. Your load order is a M E S S. Are you using any sort of Mod Manager or are you manually sorting? You mentioned LOOT and an SS2 guide? What SS2 guide?

LOOT generally does a good job at sorting most things, but it’s important to understand the category of mod your downloading and keeping like items together.

Here’s one load order guide I’ve found that you can follow if you are manually sorting.
Note: they put SS2 far down on the list, which goes against the standard advice and is NOT something I recommend. They claim in the comments that they can get away with it since it is an esm. I say, load it up with “Frameworks”

Here is an example of a very finely crafted, curated, masterfully sorted load order by our very own @Yagisan. This is the City Planner’s Contest Modlist, and he’s sorted it perfectly! Follow this as your guide, and you should be golden!

I spent the last night ordering it. Couldnt sleep anyway. And tinkering with my town.
I based my list off of his. Sadly I cant get it to entirely work right so Im trying to do it myself.
The list I used is the setup guide on the SS2 wiki. Id run Loot just before copying and pasting the list.

Oh just an FYI Im labeling mods that I use with SS2 as SS2 mods. Just so I can keep em straight.

Oh neat I managed to use transfer settlements to make the file I need. Installing it seems to of fixed everything.
 
PRP, Previs, and any other Precombines should be near the bottom of your load order. DEF_UI is a framework mod, it needs to go near the top. Custom Settlements need to go at the very bottom of your load order.

I’d move the custom settlements below the SS2 PRP, right before Workshop Framework Script Override. You want custom settlements to overwrite basically everything to make sure they work properly.
 
@Skywise001 Geeeeeez Your load order is huge!!! I thought mine was bad in the beginning oh boy! LOL Yes, Loot shall help with the problem! btw are Random Settlers any good?
I like adding in mods and seeing if I can make them play nice together. I usually end up over the 255 normal mod limit and need to add esl to make it work. I forget the exact number but the highest mod number was in the 600s. I really love clothing and armor variants oh and weapons too!

I mostly tried it because Yagisan's suggested it. So far it hasnt caused any trouble and it does make them look less...the same. It also has a sub mod that makes settlers stronger. It also seems to work well. :)
 
What Ive started doing is activating every clothing mod. Then I log in and cheat to get them and have a fashion show building some outfits and retiring the meh clothing / one replaced by other mods.

Im really fond of mods that give several things. Like I use a Starcraft mod that adds power armor, a machine gun, and an OP sniper rifle. I run it in my Build account since it wont affect the build and I feel a lot safer.

Oh another fun mod I like is Sisters of Battle - Warhammer40k. Gives you a suit of cool armor, sword, guns, and companion.

So, what mod manager is being used here? Loot can be used as a way to get a basic load order that you will need to adjust (and never sort with LOOT afterwards), but ideally you should define categories, starting with texture and fixes all the way down to late loaders, and then have the plugins following that same order (which is why ESL files should be avoided as much as possible).

I hadnt considered ESL as a problem but their all loaded last right? I'll blow the dust of my Bash.

ESL shares the same priority space with ESM files. ESP plug-ins can only be loaded after those, which makes it impossible to manage a conflict between an ESL plug-in and an ESP plug-in with load order. This is why I usually ship my mods with a ESL-flagged ESP plug-in, which is sorted among regular ESP files, but counts against the ESL limit (you can have 4096 of those i think)
