Need help with Sanctuary crashing after a while.

Sanctuary that was just fine and unchanged for quite some time is now is crashing if I stay inside it, after around 1 minute mark.
I searched about it, I tried some solutions with no results.
I used MCM to remotelly and at the outskirts of Sanctuary, destroy the power grids or repair it. I used the menu at the workshop to destroy all power lines. I tried to scrap it entirely and used the default plan to scrap and rebuilt, but it crashed before completion.
Will crash even if I'm accessing an MCM menu.
Even red rocked it crashing, seconds after I fast travel to it, giving me just enough time to move.
Abernathy Farm seems fine. Stood there for 3 minutes, walking around, running, opening menus. There are 33 settlers there (same as Sanctuary) and the fps didn't dropped bellow 60.

Now for just some extra info about the crashing:
I'm also having some random crashing issues inside concord, that now seem to become a full settlement, but it solved after I did something different. Like while doing a trader company quest that send me to inside someone home, was crashing it after a while, till I dismissed my companion.
Fast travelling from inside the HQ can lead to somerandom crashing.
 
It sounds a lot like a triangle of death situation (in short, the engine loads 3-4 settlements at once and it becomes too much for it). Not sure how much you've built but 33 settlers each in 2 settlements (not counting Red Rocket) is quite a lot.
 
I wasn't even expecting this much settlers. Only Abernathy Farm had an antenna, because I used a plan, and even though, I remember turning it off by around 15. Both settlerments were using the Communications lot, and after some time I decide to visit it, to find out there was that much + unique settlers. I doesn't affect my fps at all, I have a i7-13700K, 32 DDR5, GTX 3070 Ti, and running at Ultra. At very rare occasions when I'm at the town area, I might have a quick fps drop. But the game engine is old and is not fully compatible with my system.
I removed an ini option that I set to improve the quality of the godrays, did a few nerfs and I think is OK now? But I'm not testing Sanctuary all the time. Red Rocket seems fine now. Anyway, I'm avoiding the triangle of death.

Still get some random crash while fast travelling, even when looking down. =/
Wisth there was a mod that would slow down the scripting processes, cause I think that is what end up causing issues, as often I get notifications or NPC want to talk, at the very moment of fast traveling, when I reload the save.

Set the game option to limit settlers by beds and to turn off charisma bonuses that will help control the inflow.

If you use some of the delete items mods you can break precombines and Sanctuary is really bad about that.

As a rule of thumb my max populations are 16-20 in Sanctuary / Red Rocket / Abernathy. You can get a lot of good out of them without too many people.

Make a copy of your save and run it through Fallrim Tools Resaver. Its kind of a latch ditch cause it can mess other things up but it might also save things.
 
I have under 20 ppl at Sanctuary, but I get a lot of settlers appearing at the other 2 settlements. I scaled them down to 25 at Red Rocket & 35 at Abernathy Farm. The crazy number of settlers at other settlements appearing is causing lots of problems for me. Game crashes when doing stuff not even in settlements. It's a frustrating game bug. .

I had to destroy my communications plots and recruitment beacons in any settlements that I didn't want to add settlers. I don't know if that will help you, but it is what worked for me. :smile

I get that, but they they just increase incrediblely fast before you know it. For example I just got the Nuka World Red Rocket settlement. I recruited 5 settlers & built enough plots. I then returned to the commonwealth for like 3 days in real life & went back to find 30+ settlers there. This seems to occur at 70% of the settlements. I had some others where I was lucky to get more than 10. Weird bug. Now I just tend to go to the overpopulated places & send the excess to HQ.
 
Are you using the workshop framework setting to cap recruitment by beds? Or charisma? Or the same thing for beds for communication plots? I wasn't sure WSFW did the bed thing properly (barely any recruits with that, whenever I used it) so I stopped using it. But it definitely seems just everyone has "too many" settlers now instead of "too little" settlers.
 
The too many settlers is now a good thing as I was able to recruit them quickly to HQ or as soldiers.

I did lose 30 settlers when I took back Egret Marina from the gunners & frustratingly all the plots turned into martial, so I had to destroy most of them. I'm not happy losing level 3 non-martial plots when the settlement becomes an outpost. Especially since I spent so much time selecting the original plots for aesthetic reasons.

I have now set the cap to beds, hopefully that works. Though this may be too late for me as I have all of the settlements already.
