Haven't played for a while so restarted 2 days ago, anyway I have one settlement in which I place everything and 5 others with local leaders. On those 5 after the initial plan activation I find 2-3 settlers get homes and jobs but then thats it. In red rocket I have 11 settlers and two beds/residences and they have jobs but nothing for the others. I set sim settlements to take care of everything in the settings. Hers a list of mods I have running using Vortex. All versions up to date including sim settlements 3in1 4.1.1
