What would be the conditions that keep you from moving a settler from one settlement to another?

As an example. I currently have more settlers than I want at Abernathy (total of 15). I went down and took control of Sunshine. I built up Sunshine with enough plots to support 15 settlers. I went back to Abnernathy to move 5 settlers from there to Sunshine. I used ASAM vision to find the homeless ones. When in Workshop mode I hit the "R" key to move them. Sunshine is greyed out and I cannot select it, yet I can send them to any other settlement.
 
So, as an update. When I went to view the map and workshop data in my PB it showed a population of 25 at Sunshine. I fast traveled back, waited for the HUD to catch up displaying a population of 0. Then fast traveled back to Abernathy. I can now move settlers to Sunshine. So somehow the population count at Sunshine went a little nuts for some reason. Baring something like that happening again, the problem seems to have solved itself.

Before I even began to mod fallout 4 this was a bug, I am 99% confident this is part of the base game and probably not a thing that can be changed.
 
It is a base game bug that has ben around since release. I included version info since KG was working on a fix for it in one of the recent releases.
