Modifying settler stats via console

Hello,

Is there a way to modify settler SPECIAL stats via console, so I can send them to HQ for work? I did it with modav and it seemingly worked. They had upgraded stats and HQ did seem to recognize that on the UI. But when I wanted to put them to work it said that I have insufficient workforce. Like the HQ didn't actually see their upgraded stats. Anyone tried this earlier?
 
open console click on the settler and now type setav strength 10 and now that settler is 10 strength. the same can be done with all of them.
 
I've made a setav.txt file in the fallout4.exe directory. Open console, click on the settler, type bat setav (Enter). Then all the stats are applied.
The text-file contains:
setav strength 10
setav agility 10
setav intelligence 10
setav endurance 10
setav charisma 10
setav perception 10

Have zero ammo and get a notice when I enter vats and try to shoot someone saying you need appropriate ammo or something close
Its likely I do not have the VATS stuff setup for that mod. The ammo stuff is hidden from the player. It won't show in inventory.

Have you tried firing the weapon outside of VATS?
