Question Missing Settlement in List when choosing first outpost.

Hi everybody,

I just killed the guy in Brewery in Beantown and had planned to make Hangmans Alley my first outpost.
I did discover it before talking to Jammer for choosing the first target. But Hangmans Alley does not appear as an option. Every other settlement, i have discovered, does though.

I tried to make HA my settlement before talking to Jammer, started a new city plan there before starting to jammer, I loaded back and forth and it doesnt help. Other newly discovered settlements do appear in the list.

Has anybody solved a similar issue before?

Thanks and have a nice Sunday.

Just thought I check to see whether HA is undetected by other mechanics as well. Turns out the vanilla supply line system and IDEK's Logistics can detect HA and every other settlements without problem.
Is there a point in the Conqueror quest I have to pass to make HA eligible?

Hm, do you have people staying at Hangman's Alley (Settlers, Companions, etc)? If so, and if you are playing a Conqueror faction (e.g. Raider) your first outpost needs to be empty, so you would need to send those people to other settlements.
From what I know there is no point in Jammer's questline where you need to unlock HA.

Thank you for your reply. Yes I have people at Hangman's Alley, Civilians generated be the Prebuild City Plan. No Companions. I didnt think it would be a problem, since I am able to attack any Prebuild City I find, whether I own it or not.
Right now im trying to find out if there is a point in the Raider quest, where you have to have discovered a settlement before it is elegible, but so for it doesnt matter. Any settlement i find at any point during the quests up to setting up the first vassal i can choose and attack, except for HA. I refreshed it, changed the City Plan, next try will be to nuke it at see if that helps. Is there a way to loose acces to the workshop? E.g. make it not owned any more?

Civilians actually still count as habited. You can attack any settlement to make it a vassal, it’s just that your HQ needs to be setup in an empty settlement. After you have set up your first outpost (HQ) you can attack settlements to make them either outposts or vassals. So then you can attack Hangman’s Alley for an outpost and choose to move your Main Outpost to here.

Or there may be something entirely different going on since you say HA can not be attacked for a vassal either? In that case I would guess it’s a mod conflict, if you have mods that alter HA or Boston Downtown. What city plan are you building here, ROTC?

EDIT: I think there’s also a proximity requirement for setting up vassals, they need to be within range of your outposts. Do you have a HQ set up, and if so where?

I think there is something going on. I checked, i had Hangmans Alley interior Apartments, and Hangmans Alley Optimized installed, but not enabled. But the didnt prove problematic in my last playthrough making HA my Outpost ( I dont remember whether it was my second outpost though.) Apart from that the only mods i can think to intefere are the added settlements by Yagisan and Tarsis, The Redrockets and lakeside Cabin ...
The City Plan Choosen by the Prebuild was from Phil-T Casual. I will now change it to RotC, and see if that makes a diffrence...

Quick Update:
Still couldnt find a solution. tried to Kill every settler in HA wich turned them hostile no suprise, but I still cant tell Jammer to lets go attack HA. Also started a New City Plan, then dismissed the leader and toar (teared?) it all down but to no avail.
Maybe someone has had or even solved a similar problem and can help me out.

I also think my advice wasn't very helpful, since the Raider quest line actually requires your first settlement to be built up in order to raid it. I mixed that up with the requirements for addon conqueror faction packs, which need an empty settlement for the first HQ.

Have you tried taking another settlement for your first HQ and then move it to HA?

Yes I am currently in Starlight, but since the game Keeps Crashing on me, probably because of to many CityPlans and Starlight having always been unstable for me even without any mods I will start all over.
I have recently read somewhere on this forum, that Just starting a new playthrough might import some problems form an older save, if you dont "purge your Data Folder" (thats how Raybo put it). Didnt know that so I will try and do that hopefully it wont take ma another week of my life to download everything with a 1Mbit/s Internet and having to set up Vortex after words.

I think I will first open a new thread and to verify the best practices I have read so fare.
Hopefully I will be able to play this awesome mod before Christmas :D

Thank you so far

You mean start a new Game? Yeah I am about to do so anyway, since my game crashes very often now, not sure way because it ran great in the beginning. Thanks for the tip.
