Missing Plans (PC) [BUG?]

So I was playing just as normal, until I did the Nu CaCola cafe or whatever that Community mod is called, then my game would just go into an endless loading loop when leaving/entering buildings in that area for god knows why. I thought it was just the amount of mods I have, since I download a lot, but thats only been happening since then. I did some other quests in the Boston/Charleston area and then head back to my settlement (Starlight), and I decided I didn't like one of my plots and wanted to change the plan. When I opened the "transfer" interface to change the plot, only one or two plans showed up and I couldn't even select them and if I tried to move the section, it would boot me to my inventory side of the transfer thing. It was working earlier so I am very confused? I've tried to refresh everything, and even going back to old saves yields no results. Any ideas??

We need need some more info with regards to this issue. Is this on the PC or XBox?
Are you on the latest version of SS?
What other mods are you running?
Did you add or remove any mods on the save that is not working?
Did you try SS on a new save?

I mentioned in the title it was PC
I am on the newest version of SS
I have a bunch of other mods, but none were listed on the issues list and have been working prior to this
I had some mods I had downloaded last night but never even touched and decided to delete them.
And I have not tried it on a new save. I'll try that right now

I started a new game and all the plans are there. But loading my old profile, all the plans are still gone.
EDIT: I loaded a profile prior to completing the Nuka Cafe quest, The Charleston Condo Quest, and “Find the Ballistic Weaver” quest, and now all the plans are back. I believe one of those is the culprit.
