Closed Missing City Planners Desk at Finch Farm Level 2

Hi,
I’m not sure if this is a bug or simply a design flaw in the city plan, but whenever I upgrade finch farm to level 2, the city planners desk is nowhere to be found. I’ve even tried turning on the tracking option for city planners desk but nothing. I haven’t unlocked all possible settlments yet but I’ve done about 10 and this is is the only one I’ve noticed.

Sorry if it’s not a bug or this has already been raised!

I’m pretty sure it’s been mentioned but I had the same thing. I just built another one. Can’t actually go there without crashing but I managed to get it to upgrade to 3
