Missing build options

Was just looking at the recreational build options and I only had one available. I noticed on someones video they had multiple options for their recreational plot. I also noticed that the plots have the option to build with a foundation already attached, I do not, I must build the foundation first then the plot. And lastly, I do not see Sim settlement or industrial revolution in the Mods section of Nexus Mod Manager program, although they do show in the plug-ins section. I'm guessing it is my load order? Not exactly sure but here is my load order.

First a suggestion. When posting load orders and such, try using spoiler tags so we don't need to scroll so much.

I'll try to answer some of your questions.

1) If you installed the 3 in 1 version, you will only see it listed in the mod list, but the plugin list will show them all because it installs all three.

2) The ability to build plots with built in foundations was removed a few versions back and instead you must build the foundations separately now. This was done to make it easier for Kinggath to support additional functionality in the future. This is explained better in the patch notes which you can find on the Wiki pages. I'm sure the video you watched predated this change.

3) No idea on the recreation plots.
 
About the recreational plots - there is only one in the core Sim Settlements, “Central Park”. The maker of the video had addon packs installed, you can find a list of them on the Nexus here, for lots more building plan options!
 
YMMV but FWIW - I used to use Homemaker but unloaded it because it caused too many issue re: missing items in workshop menu.

The last version before author stopped supporting it had a script injector that was supposedly safer but when I recently came back to FO4 couple weeks ago and reinstalled new from scratch, Homemaker for my build was not playing nice with many of my workshop categories.

For example, SS aside, it borked items I knew I should have from Contraptions DLC.

May not work for you but I'd give a try removing Homemaker and see if that reveals more on your workshop menu.
 
Not sure why IR & RotC are not showing in NMM. They should, so that may be a bug with NMM.
The only way to tell the difference between the 3n1 and the stand alone, since they both have exactly the same files, is by the size of the SimSettlements - Textures.ba2 and SimSettlements - Main.ba2 files.
The 3n1 has Much larger files.
