Menu didn't pop up and then Jammer doesn't talk and is named 'Raider'

Like I said, I didn't get the popup but used the cqf kgconq_cityplanstarter PrepareToRunWizard command, which worked. Then I finally got to Concord (sanctuary and red rocket wasn't built, but it's not meant to be yet... right?) and the raiders attacked me. Jammer (I think his name is) is there but he's just called Raider. What do I do? I've got the latest version of SS and the workshop framework.

OK I finally got it to work. The cause was conquest, only I didn't know that it was conquest because conquest wasn't disabled. I completely uninstalled conquest (rather than just disabling the esp) and then reinstalled Conqueror. I then had to start a new save and THEN it worked. It seems that if you have even one non compatible bug you HAVE to start is a new game.

A few notes, Jammer IS named raider when you first meet him. That's not a bug, you learn his name later. He SHOULD be on the roof. Usually he'll be sat down on the ledge of the roof and from there he'll shout at you. He then tells you to kill the other raiders, so them being hostile ISN'T a bug. Perhaps there's a bug with the animation? It's possible that if he isn't sat then he doesn't shout at you, which means that every time you talk to him he hasn't done the shouting bit so he doesn't talk. My load order for sim settlements is:

- Workshop Framework
- Sim Settlements 3 in 1
- All of RoTC
- Conqueror

I believe I have the issue with Conquest worked out for the 4.0.1 patch!
