Question Mayor walked out of sanctuary

I designated Piper as the mayor of sanctuary and everything was going great until I visited one time and saw Piper walking across the bridge. I followed her and she just kept walking. I used the gavel and that teleported her back into sanctuary but she just kept walking.

If she still has part of her quest she will try and go back to diamond city
