Max Settlers: Is this influenced at all by SimSettlements?

I know the Industrial mod for SS can optionally affect Sim recruitment and max-cap, but I can't find if SS-core does anything with the default 10+CHA settler max cap. I want to INCREASE it, significantly, but am not clear if I should install a mod or not to do so.
 
If memory serves me correctly, There is an option in the holotape to ignore the settler limit. I’m not home so I can’t confirm in what submenu but I’m pretty sure it’s in there.

Gameplay | Recruitment | Ignore Charisma

"This option allows you to override that default Fallout 4 game mechanic and choose a different way of determining your settlements population limits - which is especially helpful for low charisma character builds. For instance you could control per settlement automatic settler recruitment limits with just the new Sim Settlement recruitment options (city plan limits and/or max unemployed) or you could simply keep automatic recruitment going indefinitely (or at least until your console/PC gets overwhelmed and crashes).
