Based on what I'm seeing in the HUD, you're using a city plan. City plans have settings for each level saying what the max population is for that city level. As long as you have the CHA, though, you can still send more settlers to it if you wish...you may just have to add beds for them.

Just be mindful that some of those are...odd. I know I've encountered at least one or two city plans (I think one for was for Tenpines, maybe) where, for at least one of the levels the city plan setting was zero settlers, so it wasn't recruiting and the settlement couldn't grow. I had to keep sending people manually.
