Martial Law bugged

I did the outside parts of the quest, ran in (Got Cedric) and shot the Gunners in the atrium, went to the Overseer's office and no one will talk to me. Well the Gunner leader will - just two words. "Im leavin!"

Anyone know a work around for this? I could skip the quest but Id rather finish it.

I decided to use the tape to force it to complete and move on to the next quest and um...now Cedric is just standing by my bed... casually hanging out. <.<
