Making a new plan from an old plan

I took an old city plan. Installed it the game. Made changes. Exported a new log file. I then made a new city plan.
I installed and built the new plan in a different game to test. But I get the "missing plugin" text when building the new plan. The old plan is no longer installed.
How do I build the new plan (from an old plan) so I don't get that missing plugin message?

There is an xedit script provided with SS2 addon maker toolkit https://www.nexusmods.com/fallout4/mods/48521 that converted my old starlight SS1 plan to a SS2 plan. It was pretty good except that the actual designers choice plots differed and foundations for farm plots were missing! The designers choice seems reasonable since not every SS1 addon has an equivalent SS2 addon, once the new plan's level 1 was built I altered the plots as i wished. I haven't finished fiddling with it yet, so I'm not sure if those changes will carry through to later levels or if the plot will change back. Having farm plots with no foundations was easy to deal with, I used place everywhere to store the plots position, deleted it and added a new SS2 plot, and then used place everywhere to position it back! Again, haven't proceeded far enough to see what happens when level changes. I do seem to be missing all the nice liitle commands that SS1 had for force upgrading plots, cities etc.plus the commands to add settlers already attached to the workshop.
All the non plot items that I laboriously placed making the SS1 plan were there, except for cats. This includes the items that I had taken from project blueprint and which I assume are now in the wasteland reconstruction kit.
Now, there are no instructions for using this script, so I loaded SS1, SS2, my SS1 plan esp and also the old project blueprint plugins as well as the wasteland reconstruction mod just to be sure. I had tried this script before but it failed, this time it seemed to work:)
