Not sure if that's possible, I haven't really looked at the donation system.
That said, even if it's possible I'm not sure how I'd balance this option out. The factory produces a lot of toys and there is no real balance between keeping them and donating them. (with other items you are choosing between burning them up in the donation box and keeping them for yourself to use while murdering folk).

What happens with all those toys? They can't be scrapped, right? So other than the idea of it, and that the plot generates Happiness, what do they do for you?

Nothing, and they aren't supposed to, that's my point. Currently the toys are a decoration.
With this proposal they would have a use, but there wouldn't be any choice to it. They would just be an endless, free source of donation material. No scavenging, no deciding between giving up your nuka cola for recipes/combat/etc or improving happiness in a struggling settlement, no need to fill up valuable land in another settlement building a plot or assign a settlers time to reap the reward. Just free benefit.
In general I don't like entirely free benefit where I can avoid it. The toy factory as is requires power, space and a settler assignment to reap the happiness benefit.
