Looking for a Military Gear mod ( Not PMC )

So I had this amazing mod last year but for life of me can't remember it - I thought it was PMC ( Private Military Company ) but apparently it isn't.

Basically the mod had tactical vests like PMC but you could add "mods" to it - which added better resistance \ or more pockets \ etc.
PMC when editing armors seem to always be max stats and purely cosmetic changes
