Suggestion Local/all settlement settings?

now if tier is a way you can do this and i just do not see the option forgive me BUT:

-A Way to Set Local Visitors On/Off

i have a bunker settlement i like to keep low pop and send my select few there and with Visitors ON they gum up the works and annoying so is there away way to have an option to turn this option off for local A settlement but other settlements will have this option on

Dont think you can do what you require. I assume you have looked at the local options from the Holotape / city planners desk, and the only choice is visitors off - globally. But as your question / point is posted here, it may well be considered as a future option.
