Living Quarters building option not appearing

So i've been stuck for quite sometime now because of this bug. I've played along just fine till now. In the "How to HQ" quest i started to recruit settlers as the quest log said to, but i reached a limit that ordered me to build more living quarters so i could recruit more people for the HQ. The problem is, the option to build Living Quarters is nowhere to be found! There is no construction tab in the Facilities Departament in Workshop mode... I've tried the screen display outside the rooms but only appears a messagem that "No options were sent to be selected from". I dont know what could be, already cleaned all the main floor, fixed almost everything and already tried the Settlement Menu Rescue. Someone could help me?

I am having this exact issue. I was able to build the player apartment, but no construction options are available and I can't afford anything else due to the limited number of settlers I can have.

I'm also stuck here. Did go back to a previous save, before the GNN capture, and still ended stuck here again. I've even tried a setstage, but obviously that didn't work.
