Fixed Level 14 turns off Sim Settlements

This is the strangest thing I've seen so I rolled back and tried again. It's reproduce-able (at least with the same character).
On a new playthrough using 4.0.0a from a brand new game. {EDIT: I have 4.0.0a of Conq. I was still using 4.0.0 of SS. Downloading 4.0.0a SS now} I was cruising along quite nicely. I took Starlight as my first Outpost, then Red Rocket as a Vassal. I went and did some vanilla running around to get up to level 14 so that I could build crafting stations.

At first, I just noticed strange behavior in Starlight.
  • The Sim Settlements HUD wouldn't show up
    • Sim Settlements was still on my Workshop menu, so I could build stuff though.
  • All my SS plots were abandoned, and I could not assign a Raider to a plot
    • I could assign them before I hit level 14 though
    • I could assign them to vanilla stores at level 14 and higher, no prob.
  • Having my SS plots abandoned and unassignable broke my supply chain via IDEK's Logistics station links
    • I could still see the trade connection between my 3 settlements that used IDEK:
    • Outpost = Starlight
    • Vassal = RR
    • Vanilla = Sanctuary
When first encountered, I rolled back a save to about an hour and a half before I noticed the problems. Level 12.
Going into RR showed the SS HUD, my Raiders stationed there were assignable, etc. Starlight Drive the same thing; all was well. I continued to play and then hit level 14 in RR upgrading my power armor. I tidied up my inventory and then went to build some more in RR.
Boom. No SS HUD.
Fast traveled to the Diner outside of Starlight and walked into the settlement, thinking maybe that would help. Nope. No SS HUD, abandoned plots, starving raiders, yet I could still see the supply line from IDEK in my map.

I have a sad now. :(

It helps if you have the right versions of the base SS mod downloaded and installed.
Yup.
Having Conq. updated to 4.0.0a and not also updating SS means that SS stops working correctly at level 14.

Who knew?

Something similar happened to me too. I set up an IDEK supply chain including my outpost to have enough food and at some point lost the HUD and started having problems assigning settlers to plots.
Had to start a new game because it become absolutely screwed. Dont remember if it happened at level 14 but had to be around this level because i started taking settlements very early.

In my present game i used no IDEK in raider and raider assimilated settlements even if i have a supply line beetween some settlements i have taken in the classic way, making quests for them, i'm level 35 and no problem whatsoever with supply lines. My HQ if feed by Abernathy with his 12 level 2/3 farms and is able to give water to everyone; it took some game time to have Abernathy develop but now it works fine.

IMHO there is some conflict beetween IDEK supply and Conq supply; take this from one that doesnt know the code.
