Primary Bug Report Laying Foundations - No Build Animations when building tutorial Residential Plot

Still on first mission to build 2x2 residential, the stranger walks into middle of plot and does speech - but i see no graphics of the build scaffolding, parts on ground etc - eventually building appears.
Ive stripped down to just clothing/weapon mods, restarted a new game and still same issues - any thoughts ?
