Question Layer system broken, repair not working + any snap options?

Working with layers for me is unbelievably and torturously slow.
I know that this mod is script and cpu heavy but there are times I just have to stare at the monitor for 5-7 minutes just to switch layers or add a new layer.
Yes my settlement is relatively large but the layer contents are really small like 20 objects or something.
For example currently I'm trying to work with 3 layers; layer 0 is empty, layer 1 has around 20 objects, and I tried to create a layer 2, it took around 7 minutes just to create it. Now I'm trying to switch layers its been 10 minutes but still couldn't switch to the next layer yet.

Even "Repair Layers" takes 5 minutes to trigger. Once it's triggered it finishes the progress bar quickly, but doesn't fix my performance.
Further more my highlight system is broken as well, even though clear highlights upon exiting workshop is on, they are not cleared. Some of the items in my settlement are in constant highlight mode, even if they change layers etc.
For the record I do have Loot Detector installed (tried turning off all options) and don't know if it's incompatible with the layer highlighting system, but these layers have been always slow for me even before having Loot Detector. I also uninstalled Loot Detector to see if it fixes but it didn't the performance and highlight issue is still there. I can assume that if highlights were broken due to Loot Detector uninstalling wouldn't do any good, but I still tried.

My PC is beefy, 32GB ram, i7 core, win 10. I do have Faster Workshop, Buffout, Address Library and Plugin Preloader (LoadMethod Name="OnThreadAttach") installed and I'm wondering if is this the way it is or something wrong with my setup?

Also is there any option to enable snaping when moving multiple layered objects?

EDIT: I gave up on the layer system and decided not to use it but I can't even remove layers in my game please help. Restarted multiple times.
I added a screenshot of my savegame's active scripts from FallRimTools.
What could be preventing these scripts from completing themselves?

When I click on the "WorkshopFramework:WorkshopMenuManager"
it says the "Script is missing" even though when I click "Find owner" it can jump to the reference.
I just updated WF yesterday to the latest version 2.0.10, could that have broken things?

UPDATE: I stayed away from the settlement for the last few days, kept doing other quests, visiting other settlements etc. Yet I'm still having to Terminate multiple instances of wsfw layer system active scripts from my save even though I'm in open world and nowhere near a settlement.

I really hope that my settlement hasn't been broken irreversibly. "Repair layers" option still not working. It's been so long that I already scrapped 90% of the objects from that layers setup but I'm still hearing highlighting and layer switching sound effects. Even though I do not have any layers in that settlement.

For the record, last week before these issues I did install VotW Starlight projector add-on which refreshed all the related cells in a long and slow way when I first arrived. Do you guys think that might have anything to do with it? I didn't have any active layer by then though.
 
While the layers system can be a little tricky, I’ve never heard of it getting that mixed up. You must have some serious/broken script-lag going on.

You specifically mention VotW - did you have issues before that mod was installed?

It was slow but not this unresponsive.
Even though I don't like doing it, as I said, I keep cleaning my save from the active scripts that I think are lingering but they keep coming back.

To be fair, the layers had lots of complicated and assignable objects from different mods. Like toilets and sinks from CWSS, dynamic spotlights & microphone from Singing Settler, along with lots of clutter and the walls & floors were from Snappy house kit etc. So I'm not sure if they also had anything to do with layers registering items etc.

I didn't have a chance to check my other settlements yet, but I will tonight and see if they're somehow broken as well or not.
 
Update:
I just checked the layer system in Sanctuary and it's way more responsive, so I believe not the whole layer system is broken for me and there may be still hope.

BTW I am using "LOST Sim Settlements 2 patch" for VIS-G sorting system but that only tags the holotapes and beers etc.

I'm still gearing up for a working game so can't do any testing.

If it's in one place...what happens after you go sit in an interior cell (say Home Plate) and let it idle for an hour or two?
