JT Bryant's Utilities/Bad Neighbor?-Water Treatment Plant?

I just updated Utilities (along with Sim Settlements) and when I built an industrial plot with the sole purpose of using the T-Square to build a water plant, my only options are now Scavengers Forge and Scrap Heap? I literally had the water plant less than an hour ago. I went around building it in some of my settlements that had a gazillion water pumps after I realized how much water the plant actually gave! Now it's gone! Waaaahhhhhh.

Odd, I just checked and they should be spawning, DLC or non-DLC?

DLC.. maybe that's it? I should check my mods to make sure I picked the right one lol. I was trying to build the water plant in Vault 88. D'uh.. brb.

Edited to add that I do have the DLC version of Bad Neighbor installed. Phew.. I don't feel so dumb now.
