Jeff disappears when I drop a ASAM beacon for Jake - consistent

I noticed Jeff went missing after I cleared an area so I could drop the ASAM beacon for Jake. I didn't connect the two until I loaded back to find his ref ID, then reloaded the later save to moveto player. He did not appear at all. I am quite familiar with console, and definitely got his ref id correct (6500 hours playing this . . . fine game). I loaded back to where I got his id, ran away, moveto player, he popped right in no problem. However, loading to the later save . . . no Jeff whatsoever. Not being able to moveto an NPC usually means a dead NPC, but I couldn't find him at all or his body or even think he can be killed even if I wanted to do the deed.

Anywho, rolled back to a save where he definitely existed, went back to the area to clear it, dropped the beacon . . . no Jeff instantly. moveto didn't move him. Gone. Straight gone.

That's when I realized it might have something to do with the area OR the beacon. SO . . . I rolled back. Went to a different area to clear it, Jeff was there. Dropped the beacon. Jeff was gone. Just like that. Poof!

For reference I was at the point in the quest of multiple beacons where you receive the ability to craft them and the new plot. I'm guessing it might relate to the attack on Concord by Gunners. I haven't played with SS2 is forever, so if I remember correctly the people who were in Concord wandering around before Jake <redacted lol>, they vanish temporarily. I'm thinking that's the problem. I didn't go back to Concord to see if I was indeed at that point, or if the people in Concord temp vanished, but I did roll back and complete the Jeff quests so I could go back and clear the area I wanted.

Also, as posted by others in another thread, Phil and Jeff have a real hard time at The Slog. I had to redo that section twice before I realized Jeff needed to get close to Phil. In the prior attempts, Phil told me his tale, but Jeff was off somewhere else. I like the story interviews, but have nothing but troubles with the 1st and 2nd edition interviews (kid at Greentop and his damn jacket he won't accept), and now Phil/Jeff.
 
If it was the third beacon then yes, it's the ghost town thing. Makes sense. He's probably where he's supposed to be, just disabled.

Beta patch notes say it's about to get fixed so there's that :)
