Question Jammer doesn´t talk

So in the quest In it for money you have to return to Jammer and talk with him after taking the first Vassal. When Im talking to him he says a random line and goes away from me. So I cant end the quest and I cant go on with the questline. I hope someone can help me.

There are some AI bugs in the game engine that require some player involvement to work around. This usually happens when more than one thing triggers at the same time.
So, first thing is to leave the area and come back via fast travel. That resets a lot of stuff and has it start over.
Another thing I've found that works is to follow Jammer, or other NPCs that are supposed to give you a quest. If they run into a wall and just stand there (and you're in your settlement), go into workshop mode and move the wall out of their way. They're trying to get to a scripted position to talk to someone else. Then be patient for the other NPC to show up.
