I'm not sure if this has been suggested, is under development/consideration or not but here goes....

I'd like a tool kit to break out individual plans from the plan packs and make my own personal plan pack for play throughs. There are several reasons for this.

1. The resource load of loading ALL available plan packs is causing issues in the base game, and I have a super rig setup! [will post spoiler here] (My LIGHT start-up profile has 170 active mods, and I add mods after certain milestones from that. Current fully moded profile is 177 mods) and loading an entire plan pack for 1 or 2 plans is crazy.

2. I would like to also limit the additional resource mods needed to load plans (creative clutter, modular kitchens, etc.) that not all plans require. EG not using a plan if it's the only one to require a mod that I don't want to install. (a tool that would list the required add on mods for a plan pack would be helpful, even by itself)

3. Being able to limit which plans are available means less load on the system and a smoother working environment and if there is only 1 plan available for a settlement, all I will need to do to start that settlement is assign a leader.
 
It's not really an issue with your rig, but more with how the engine is designed. However, to get better performance out of it, first install:
Baka Scrapheap. You'll need it so the game can allocate enough memory for them. By default it uses ~70MB. I'm using the default version that doubles it to about ~130MB, but there's a version that triples or quadruples the amount of memory it can use.

Then for the City Plan Contest Entries - Season 1 select the Individual ESLs download option.
Then for the City Plan Contest Entries - Season 2 select the Individual ESLs download option.
Finally, you may be interested in Commonwealth Engineering by Yagisan - these are all individual ESL files.

None of the Contest Entries need mods other then various SimSettlements plot addons. Commonwealth Engineering does - but only for optional decorations. If you install all the SimSettlements addons linked on the Commonwealth Engineering page, you should be able to run any City Plan with designers choice on, and it will look how the designer made it.

Please remember that SimSettlements addons are optional, and if you don't have one, the game will randomly select a different plot that you do have.
 
thanks for the pointers. I had already loaded Baka's in the default mod as well as Buffout 4 and was still getting corrupt saves and CTD's for what appears to be program/OS attempting to use the swap file at the same time. Not really sure how to cure that, but the CTD's always happen during heavy disk usage and was looking to find ways to pare back the scripting load.
 
If I were you, I would run your load order through LOOT. If that's been done... awesome. Then i would start a brand new game. A lot of times, using an old save can corrupt whatever you do later. It's not that you did anything wrong, but I've found using old saves can become a nightmare. Doubly so if you had problem causing mods in there.
