Question Issues with initialization

So I'm having an issue getting my playthrough started because the initialization menu is giving me troubles. For some reason, each time I try to start the process, I'm getting random duplications, ommisions, or things starting on the wrong side of the settlement list. For example, in my most recent attempt, Covenant was on the right instead of where it should have been on the left and something was missing from the list on the right as a result (not sure what exactly). In the attempt before that, I had two copies of Sunshine Tidings listed and again was missing an unknown entry on the list as a result. The time before that, it was two Graygardens. It seems that no matter what I do, every time I try to start a new playthrough, this issue has manifested itself in some way, forcing me to Alt-F4 out and start over.

I'm guessing it has something to do with scripts failing to complete since each time I try to get started something different has gone wrong, but its always something to do with the list of available settlements in the initialization screen. The problem is I've got no clue how to get a handle on it. Any help would be appreciated in getting this sorted as its literally keeping me from even trying to play the game.

Something interesting to note here is that I've been using a log monitor to look for stack dumps while I've been trying to figure this out and what I've found is that when there is a stack dump while adjusting character appearance or in the time before the initialization window opens, 100% of the time that causes the initialization menu to work correctly. Honestly, I have no idea how the two situations are related, but it seems to be the case.
