Is there someone that can see something here that I can't?

Why in the world will no NPC go up or down this ladder? Is there a trick to ladders? The small wood floor is snapped to the top of it and the lower path cuts in just like regular ground would do.

It would probably work if the ladder was shorter. The lower endpoint is 3-4 steps under the platform. I am not 100% sure but the only thing I can suggest in perhaps tweaking the navmesh.
 
I was wondering about that. A ladder can be partly or mostly or anywhere in between underground and NPC's walk up and down it fine. Why would a walkway be different?

I also tried taking it out and using 2 small wooden stairs - one on top of the other to reach that height. That wouldn't work either.
 
I am not too familiar with the CK yet.... but I would check the navmesh all around that area. It doesn't take much to hang npc's up. Sometimes you can use that to your advantage.... like when you have settlers that like to come into your personal house. Leaving a bit of space at the end of a stairwell usually does the trick.
 
Some items have broken navmeshes, including vanilla items. I see it with doorways and such. Then sometimes it is just a matter of the AI making no sense and deciding the navmesh is broken.

I would just try placing the angled ramp navmesh from PBP over it.

If that dont work, use one of the scaffolding ramps instead. For some reason the AI loves those scaffolding ramps and uses them way better than stairs.

The game really needed something to allow players to rebuild the local navmeshes after building stuff. A forced rebuild could probably solve issues like yours.
