Is it normal for all pre-existing settlers (like all the Slog ghouls, Finch's, etc.) to have identical stats?

New settlers get random stats, but when I claim a settlement that already has settlers, each of them will have identical stats. In the case of the Slog, all named Ghouls and "Workers" all have something like 11 in Intelligence, but a 4 in every other stat. Abraham Finch, his wife, and children each had 4 in every stat, I believe. At Nordhagen Beach, the two settlers had 1's all across the board. Is it like this for everyone? I also have noticed that everyone from "Settlers of the Commonwealth" have all 4's, but I assumed that might just be the default for mods that add settlers.
 
I think it is, yeah. They must've all been set at that when they were made; not like the base game cares what stats people have after all.

Yes they have that even in Vanilla.Stats are not new many other Mods before SS2 work with them look GOT it even use that Stats for Settlers to change the output of there Work.Vanilla Ghouls are some of the best Settlers with 11 Starting intelligence.I think Beta was trying even to make something like SS2 and other Mods do now but then left it as it was to much Work.If not its useless to make Settlers from the start on with different Stats.

My thinking is this does not affect existing settlers, only spawned settlers. Most likely what you are seeing is the stats that Beth put on the base records. Interesting that these "workers" are so smart!
