Installed and not working

So I have installed just the mod and the required mods with it and put them in the load order asked for but when i start up my game there is nothing on the workshop in Sanctuary. I am just past the point of saving the people at Concord.
 
It is actually not showing as downloaded in the mods list and when I download it there it says could be be downloaded
 
I would redownload it and make sure it installs and is activated. What mod manager are you using to download it?
 
I completley reinstalled the game and and I am downloading it right from the website which then directs me to the bethesda site and I install them all in the game mod list.

Gotcha. So I assume you are on console or am I assuming incorrectly? I haven't played on console in a while so I am really only helpful on PC builds. I use Nexus for 90% of my mod downloads and Vortex to manage.
 
Its been reported somewhere else that it doesn't work for Xbox anymore. (File size issues?) Not sure if its the same thing.
 
Sim Settlements was one of my driving forces to upgrade to PC. Also got sick of killing XBoxs from over modding.

There's a thread in the Latest News & Patch Notes concerning the issue.

Did you download it from Bethesda.net? Idid and have the same problem. Another player suggested it could be related to their version of the patch and that it took several hours before they could install it.
 
Having similar problem. Downloads installs but is not showing up in the load order menu and looks like it is not installing at all. PC gamer using the same machine I ran Vanilla on back in the day.
 
I installed it all with Vortex and downloaded it from Nexusmods. I haven't downloaded anything from Bethesda.net in years I have been exclusively using Nexus except for maybe 3 mods that I had to download from the mod authors sites. And Vortex to manage everything. I haven't had any issues. I know everyone has their own way of doing things but IMO Nexus/Vortex is a great combo that handles things nicely and gives you options to play with your load order a lot to make things right.

I totally agree , few weeks ago I installed Fallout 4 again and rebuild the mod list with Vortex and everything works fine on the PC . btw to get SS2 working grab the comic that is on th sanctuary workbench
 
Watched it very carefully this time after the download finished very briefly the error message "Operation could not complete" flashed.
 
I completley removed everything and redownloaded everything including the vortex part and got it working and now the stranger is not appearing.
I have even waited to see and nothing.
 
Just tried again this morning and it updated fine. I can't imagine it is a volume thing. Do that many folks update on the first day?

Were you using bethesda.net to download it from? There's a "known issue" with mods updating on there where it does something bizarre with the files internally for a while after the mod-maker pushes an update up to it. Probably only even happens (at least noticably) with large-filesize mods like this one.
 
I update right from the Mod tab in the game. Since I got the game through Steam I guess it gets through to Bethesda.net. When Fallout 4 first came out I am not even sure Bethesda.net even had mods on it,.

Are the mods listed as enabled in Vortex? If you do not see the magazine on the workbench it most likely means the mod is not installed and/or enabled. I vaguely remember Vortex requires a deployment method setup for FO4. If Vortex has issues, there should be a message box in the upper right on the mods tab. You can check the plug-ins tab to see if the plug-ins are enabled and what the load order is. (sorry if I'm talking below you...)
 
Ok so after I reinstall everything the magazine showed up and I built the beacon and the guy never showed up. I watched the first patch video from Kinggath and then deleted all previous saves and started over and all is working now. I have built up to the industrial plot.
