Installed 2.2.3a, some are now without clothes

I remember from the video that one of the bugs that was supposed to be fixed was that Concord(?) settlers were nude. I didn't have that issue, that I know of, before 2.2.3a, but I got to the point of attacking GNN and Lupe was nude (she did have her clothes prior to this part of the quest). I did do the patch mid-game, didn't start over. Do have a save game for you, just before the attack. Needless to say I was somewhat startled when I walked into that car dealership.
 
Today I got back to the game, after we attacked GNN and got inside, Lupe became invisible, just a floating head while she hacked the system (very "The Canterville Ghost"). Also, something I discovered as I was mashing buttons to get unstuck. After you leave Vault 81 and Jake radios you about your pipboy upgrade, exit 81, then immediately turn 90 to face the phantom person(?) and get stuck (well I do, every time I exit 81 no matter where I backtrack from on a save). I pulled back to 3rd person and I could interact with Jake over the radio. Worked for me, anyway.

i just finished the beginning of the end on the most recent play through, and i ran into a similar issue where Lupe ended up with an incompatible outfit during the planning meeting. she ended up with a red helmet and light leather left shoulder. i used openActorContainer and was able to verify she had and could equip all the correct inventory, but the red overalls outfit was conflicting with the armor piece on a body slot and each would knock the other off.

i wonder if there is a mistake somewhere in how 2.2.3 is generating and using outfit templates, which is causing body slot conflicts, which is in turn causing the various and sundry naked NPC reports.

Same bug. Leave 81 after recruiting Mansfiend. Jake contacts character, no dialog options. I just went back into the cave, came back out and I had the options pop up. Not game breaking like the other radio bug where the player character would get stuck and unable to do anything, just annoying.
 
Reloaded an earlier save, I think that things are VERY sensitive to timing and completing ss2 side quests in order. No trying to get ahead of yourself. But I made sure I opened my room (shades of Home Plate) and completed all the other HQ tasks, then I could clean and build the power room (after I recruited and extra settler or two for facilities body).
 
Same problem in 2.2.5, turned up to meet all the allies and Lupe is walking around in the buff with just a red helmet and the leather armour piece on her shoulder. Checked her inventory and she does have her outfit but isn't wearing it.
Then she talks about bullets going where you least want them to go... sure that'd be less likely if you weren't a walking naked target.
