Question Industrial Revolution - prerequisites question

I'm currently trying to advance up the IR tech tree. I got a Hazmat Processing Plant up and running at the Castle, and then a nuclear power plant. Then, to try to get rid of the huge penalties, I scrapped the Hazmat processor and replaced it with something else, leaving the nuclear power plant in place.

Now I'm trying to build a Microfusion Garage at a different settlement, but the ready-to-upgrade Refinery only shows the Fuel Depot as an option, and the Microfusion Garage is just not an option. I figure this has to be one of two things, and I'd like to know which it is:
  • the lack of the Hazmat plant broke the upgrade chain somehow, meaning that I need to rebuild the Hazmat Processing facility somewhere and it'll open up the Microfusion Garage as an upgrade option, or
  • it all has to be at the same settlement, meaning that if I built a Refinery at the Castle it should offer the option to upgrade to a Microfusion Garage--meaning that I'm encouraged to have a smaller number of mega-settlements instead of a larger number spanning different parts of the tech tree.

Thoughts?

This.

The unlocks all need to occur at the same settlement. Once you've done this, however, then you can build/upgrade to a Microfusion Garage or a Nuclear power plant at another settlement without needing to have also built a Hazmat processor there.

So in order to unlock the Microfusion Garage, either you need to add a refinery at the castle or you need both a Hazmat and Nuclear plot at your settlement with the refinery.

I took another look at the Castle, and hmm, it looks like I need to re-build a Hazmat facility there. The reason is this: I replaced the original Hazmat facility that was there with an Oil Well, which became a Refinery, which is now ready-to-upgrade...but, despite the presence of the Nuclear Power Plant, it doesn't offer the option for a Microfusion Garage.

So, I can only assume that to unlock the Microfusion Garage upgrade option, I need to go back and rebuild the Hazmat Processor. And to build an Advanced Weapons Facility, I need to keep the Hazmat Processor, the Nuclear Power Plant, and the Microfusion Garage all at the same settlement, yes?

While keeping its happiness above water because nobody wants to live by the radioactive waste plants, too...

Maybe refresh the Nuclear plot at the Castle (and the refinery) just to make sure everything is registering correctly.

My read has always been that the Microfusion just needs a level 3 Nuclear plot. And Advanced weapons just needs the Microfusion.

But, I always build an IR quest town and always have all these plots co-present. I know from experience having all of them unlocks things correctly.

A couple or three upgraded Rec Plots should keep the glowing dirt farmers happy.
 
It does, but I think I found my problem: apparently I can't read, and I'd upgraded my oil well to a plastic plant instead of a refinery. Entirely wrong upgrade leg.

Fixed that with the help of the "throw money at it to upgrade" mod, and I finally got everythihg working. Whew!

Next time I do this, it'll be at Starlight Drive-In instead of the Castle, and I'll centralize everything from the start...

Your problem is that you are playing in the Commonwealth. What with the environmental regulations, I am damned surprised that they haven't sent out a notice saying you must decommission the nuke plant. Plus pay a hefty fine for not dealing with the problem in a timely manner. Then there's the small matter of cradle to grave for the waste........:mosking :mosking
